The division’s long-range planning work program involves the establishment, updating, and implementation of the Carson City Master Plan. It also involves the development of ordinances and policies to implement Master Plan goals and objectives in compliance with State law. Long-range planning projects and activities normally require extended time frames to be completed and implemented due to consensus building with groups of interested persons and individuals. These groups may include the Chamber of Commerce, the Builders Association of Western Nevada, senior citizens, concerned neighborhood groups and other special interest groups.

   A Comprehensive Master Plan is a policy document that provides guidance on where and how the community should and will grow in the next 20 years. Master Plans typically consist of maps, policy statements, goals and objectives addressing a number of issues relating to growth, housing, economic development, transportation, environment, parks, recreation, trails, open space, aesthetics, community character and historic preservation and conservation.

The Master Plan contains the goals and policies for policy-makers to consider in reviewing development proposals. Zoning codes, zoning maps, and other ordinances are written and adopted to implement the master plan and the land use map. Other implementation strategies are also identified in the master plan. The zoning of a property provides the legal use entitlements to that property.

The primary emphasis of the Comprehensive Master Plan is to provide long-range guidance to property owners, citizens and Carson City decision makers on land use issues such as where residential, commercial and industrial development should occur in the future, and at what densities.
